In reply to your letter No.134 of September 8th I have the honour to transmit herewith translation of
a letter dated 5th September which I have received from the Wai Chiao pu in reply to the Memorandum which I addressed to that Ministry on 1st August urging that the Chinese Telegraph Office in Hongkong be placed for the time being under the control of the superintendent of the Eastern Extension Telegraph Company's local office. This reply crossed a further letter which I addressed to the Ministry
on 5th September (oopy of which was forwarded to Your Excellency on the following day), communicating the sub- stance of the police report enclosed in your letter of 23rd August and pressing for a reply to my Memorandum. This has elicited a further reply from the Wai Chiao Pu, translation
of which I have the honour to enclose. In view of the
unsatisfactory and evasive nature of these replies I took
occasion to mention the matter to the Acting Minister for
Foreign Affairs at an interview on the 13th instant, when
Doctor Koo promised to speak to the Minister of Communicat- ions about it. It seems probable, however, that the
Chinese Government will not be induced to concur in the
proposal except under special pressure, and I have the honour therefore to enquire whether Your Excellency's
Government would wish me to pursue the matter.
